Job Summary

 

The Vice President – Infrastructure oversees the Authority’s Infrastructure Department, with overall responsibility for conceiving and delivering the Authority’s infrastructure project pipeline – including project planning, business case development, financing/funding, commercial and legal structuring, construction and (if applicable) asset operations. A key medium-term deliverable for the role is the successful delivery of the New Jersey Wind Port, a major greenfield infrastructure project located in Salem County, Southern New Jersey, which the Authority is developing on behalf of the State.  A second key short-term deliverable is leading efforts to collaborate with other governmental entities to vet and prepare future infrastructure project opportunities.

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities

Essential Duties and Responsibilities

  • Evolves and implements the Authority’s infrastructure development strategy, including refining the Authority’s role in infrastructure delivery vis-à-vis that of other state entities.
  • Provide day-to-day management of the Infrastructure Department including maintaining a Departmental staffing plan, budget and revenue target informed by the strategic goals of the Authority and responsive to the economic needs of New Jersey.
  • Guides the delivery of the New Jersey Wind Port, including working collaboratively with Authority peers guiding the Wind Institute and Wind Sector teams, while monitoring the global wind industry, maintaining awareness of industry trends, and adjusting the Authority’s plans as appropriate to ensure that the State of New Jersey remains at the forefront of the evolving wind industry.
  • Works with the Governor’s Office, state, county and local government entities, as well as private and non-profit sector stakeholders to develop a pipeline of infrastructure projects and asset divestments that the Authority could meaningfully support, whether through provision of planning/feasibility support, financing or delivery.
  • Represents the Authority on intergovernmental working groups and committees pertaining to infrastructure projects and strategies in New Jersey as needed and assigned.
  • Leads commercial negotiations on behalf of the Authority with various project counterparties, such as landowners, investors/developers, contractors, tenants/subtenants, and other entities as needed.
  • Oversees team that interacts with the owner/landlord to ensure both day-to-day and long-term coordination and compliance with applicable laws, policies and contracts.
  • Oversees teams responsible for timely and cost efficient completion of pre-construction and construction components of infrastructure projects.
  • Presents project and broader Departmental updates to the Authority’s Board, as needed.
  • Builds and maintains relationships with key senior-level government stakeholders, including the Governor’s Office and the New Jersey Department of the Treasury’s Office of Public Finance (OPF), and acts as a state-wide advisor on infrastructure matters with these stakeholders.
  • Oversees the procurement and management of all contracts necessary for infrastructure projects (such as financial/commercial, technical advisors, consultants, contractors, and construction managers), including setting budgets, scoping work, checking against deliverables, approving invoices, and reporting to management and Board.
  • Works closely with the Authority’s inhouse legal team, the NJ Office of the Attorney General and outside legal counsel to ensure the Infrastructure team’s legal needs are met, promptly address any potential disputes that may arise with project counterparties (e.g. contractors/third-party operators), and serve as the Authority’s primary point of contact in connection with any disputes that require legal counsel.
  • Represents the Authority at public events and media engagements, as required.
  • Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied.
  • Builds, develops, mentors and coaches direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team.
  • Promote teamwork and communication to encourage an interactive, cooperative, collaborative and customer-focused work environment.
  • Must complete annual and semiannual self-assessment as required.
  • Performs other duties and special projects, as assigned.

 

Required Skills and Abilities

  • Deep working knowledge of commercial and legal structuring of major infrastructure projects, as well as project financing mechanisms.
  • Demonstrated capacity to drive commercial negotiations from beginning to contractual close.
  • Ability to communicate effectively both verbally and in writing, including at a Board level.
  • Ability to effectively manage, develop and grow teams.
  • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff.
  • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision.
  • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, Authority staff and external customers. 
  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.
  • Experience working in and/or with the wind industry preferred.

Qualifications

Education and Experience Requirements

  • Bachelor’s degree with emphasis in finance, business, accounting, economics, or business administration, and/or equivalent experience.
  • A minimum of ten (10) years of relevant work experience
  • At least ten (10) years’ experience in infrastructure development; and
  • At least five (5) years’ experience in a management position.

 

Advanced degree or industry specific certification may be substituted for 1 year of experience

  • License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
