Job Summary

 

The IT Program Manager is accountable for 1) understanding customer and business needs, 2) leading development teams to develop solutions to address those needs, and 3) delivering solutions to stakeholders while ensuring usage. The IT Program Manager will partner with business units and leaders across the EDA to align on and implement these solutions. The IT Program Manager collaborates with an IT Business Analyst to gather requirements and user feedback, brainstorm solutions, prioritize development roadmaps, and release solutions developed by development teams. They are accountable for development timelines and their teams’ progress towards these timelines.

 

$85,680 - $107,100

 

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities

Essential Duties and Responsibilities

  • End-to-end ownership of all stages of development process from requirement gathering to solution delivery.
  • All Engaged EDA Direct Developer Consultant will report to this position that is responsible for assigning all work for up to ten concurrent developers and ensuring the quality and completion of duties.
  • Serve as a liaison between the IT department and business units to increase transparency and communication.
  • Leverage market and industry knowledge to translate business unit needs into user stories, acceptance criteria, and requirements.
  • Make effective decisions to prioritize work to deliver on user needs.
  • Coordinate with business units and development team to manage roadblocks, gather user feedback, and facilitate release.
  • Coordinate developer sprints, retrospective meetings, and daily standups while managing against development delivery timelines.
  • Ensure Agile practices are used and continuously improved within development teams.
  • Track resource allocation to tickets and initiatives throughout development cycle
  • Assist executive team with annual strategic planning, tracking team progress against strategic roadmap.
  • Foster an open and collaborative environment to help teams learn and adapt.
  • Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied. (
  • Builds, develops, mentors and coaches’ direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Must complete annual and semiannual self-assessment as required.
  • Performs other duties and special projects, as assigned.

  • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
  • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
  • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff
  • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Subject matter expertise

  • Bachelor’s Degree in IT / Computer Science / Management / related field OR related experience in technical field
  • 5+ years of experience working in technical field in Product Manager / management consulting role with understanding of development frameworks and technical
  • 7 + years of experience working with Microsoft Dynamics CRM and 5 years experience with Power Pages, required.
  • Proven knowledge of standard project management practices and principles; organized and thoughtful approach to problem solving
  • Experience owning solution output strategy from gathering of user needs to release and
  • Experience with using and configuring CRM systems (preferably Microsoft Dynamics 365)
  • Past software development experience

 

  Agile experience

  • Experience facilitating agile ceremonies, managing a backlog/release plan, tracking team level metrics, removing blockers (burndown chart, release burn up, etc.)
  • Deep experience leading with teams in an agile setting and track record of successful delivery.

  • Strong collaborator on all aspects of teamwork. Accepts feedback, learns from mistakes and maintains a positive attitude.

Qualifications

Qualifications

  • Bachelor’s Degree in IT / Computer Science / Management / related field OR related experience in technical field

  • 7+ years of experience working with Microsoft Dynamics CRM and Power Pages
  • 5 years management/supervisory experience
  • Proven knowledge of standard project management practices and principles; organized and thoughtful approach to problem solving

  • Experience with using and configuring CRM systems (preferably Microsoft Dynamics 365)
  • Past software development experience preferred

Certificates and Licenses Required

  • License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
