    Job Summary


    Manages customer relationships of a high-volume portfolio of incentive recipients through the overall certification of the project and the first annual issuance. Reviews and approves overall cost certifications and job certifications to recommend the overall issuance of tax credits.  Utilizes specialized knowledge of the incentive projects to address and resolve complex recipient issues and requests.

    Essential Duties and Responsibilities


    • Works closely with recipients, consultants, and CPAs to understand project completion timelines and to discuss requirements of the tax credit agreements, statutory requirements, regulations, and policies governing the programs. 
    • Conducts site visits at the qualified business facility to evaluate and assess project progress and adherence to the incentive program requirements and to develop cross-selling opportunities for EDA products/services. Document each site visit in executive summary format with checklist.
    • Reviews CPA capital investment and CFO jobs certifications.  Coordinates with the RM Tax Credit Coordinator to ensure that authorizations are sent to and tracked with the Division of Taxation for the overall and first annual issuance of tax credits or grant payments.  Rescinds grants/tax credits when recipients have violated statutory requirements or have not met the terms of their agreements.
    • Reviews customer requests for modifications to agreements and prepares recommendation memoranda for approval.  Attends Incentives Committee and NJEDA Board meetings to present projects and respond to questions from Board members regarding modification submissions and general program requirements.
    • Supports and provides guidance to Incentives Post Approval and Servicing & Compliance Officers to address and resolve complex customer issues which may surface post-approval through the duration of the commitment.
    • Provides monthly reporting to the Director.
    • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
    • Performs other duties or special projects, as assigned.

    • Ability to manage a large, diverse portfolio of customers simultaneously
    • Strong organizational skills and eye for detail
    • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
    • Must be able to develop a high level of proficiency in understanding and applying NJ statutory and EDA policy guidelines to effectively interpret Incentive Agreements
    • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
    • Must be able to work outside the normal business hours
    • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff
    • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers. 
    • Proficient in Microsoft Office Suite and the ability to learn new software packages



    Required Qualifications


    Education and Experience Requirements

    • Bachelor’s Degree and/or equivalent professional experience in Business, Finance, Insurance, or related field.
    • Minimum 5 years’ work experience in Business, Finance, Insurance, or related field
    • Experience with legal documents preferred


    Advanced degree or industry specific certification may be substituted for 1 year of experience
